The shlibs in libtalloc1 1.3.1 are wrong; they should have been incremented
to 1.3.1 so that packages depending on the new symbols get the right
dependency.

Indeed, talloc ought to use dpkg-gensymbols with an aggressive setting so
that these kinds of accidents can't slip into the archive at all.
