I disagree with this change.  The package relationships should already be
sufficient documentation; my understanding is that the root of bug #534717
was a broken Depends.

NEWS.Debian should not be used to document every package split, especially
when things like Recommends: are already used to ensure smooth upgrades. 
(If they're not being used for that in this case, we should fix that,
instead.)
