I think that 50 questions is not too much bureaucracy if it results in
filtering out those who don't have the skills necessary to be Debian
developers, but that the current NM process isn't very effective at doing
that and we let in plenty of people who don't actually have a clue. :/

(With no intent to imply here that Mathieu falls in that category - from
what I see he's doing a good job of maintaining the ctdb package, but I've
also not been watching very closely so I'm not sure I have enough
information to, say, be an advocate for him to NM.)
