Ok - I think the package is in condition for an initial upload, then; I'll
prep the upload shortly.

Please note that there've been a few growing pains getting email commit
notifications working, both on the client and server side, so many of the
changes made in preparing this upload haven't been sent to the list; anyone
who wants to look at the package should review the source and/or commit
history directly.

(And as mentioned, I'll have more information shortly on how the commit
emails work.  Unfortunately these have to be done client-side for each
committer, and bzr-email needs a new feature to be able to talk to the PTS,
so this is still pending.)

We ran into a bzr bug here, as you know, that was breaking incremental bzr
git-import on an existing repository:

Thankfully, Jelmer already has a fix. :)

So I applied this fix locally in order to get us updated to 4.0, and will
track the progress of that bugfix into Debian.
