[Pkg-samba-maint] Bug#600116: samba4: needs debconf integration for setup

Samba 4 needs better integration into debconf to support setup. Ideally
this would be done by asking some questions using debconf and then
passing the answers to the provision script.

As one of the options it should support importing the existing data from
Samba 3.
