[Pkg-samba-maint] personalized and administrative bugzilla accounts

OK, since my last mail exchange, mostly with Björn, a few things
happened here at SambaXP.

First, I had a discussion with Lars, who basically was in favor of us
being able to continue using our "role" account is that's more
convenient for us. I confirmed again that either option is OK for us
as we certainly don't want to be a hassle...but of course continuing
to use the role account is OK for us too.

Then, this morning, I had another discussion with Karolin. That brought
a concern I hadn't imagined beforehand and which I think is
important. During the discussion, Karolin mentioned that she actually
ignored that the role account we're using is indeed hooked into a
*public* mailing list. As a consequence, she told me it could have
very well happened that she could try to get in touch with this
account, thinking it would be private for Debian maintainers....and
not imagining it is a public mailing list.

That last point is a major concern, IMHO, and it adds a strong
arguments against using the account.

After more investigation, I come with what I think is a good
compromise :

The account is kept in Bugzilla *but not used by anyone to report
bugs or comment about bugs*. This account then uses the "user watch"
feature of bugzilla that allows getting notification of some users'
activity (being informed when they report bugs, receive comments about
bugs they're subscribed to, etc.). I actually added
"bubulle at debian.org" (me), "vorlon at debian.org" (Steve Langasek) and
"noel at debian.org" (Noèl Köthe) as users "being watched".

It is made clearer in that account settings this is a PUBLIC mailing
list (I did that the crude way by putting a warning in capitals in the
account "real name").

The consequence should be that any comment sent to bugs watched or
reported by these users should also go to the mailing list indirectly
(which was of the important features I wanted to keep). Of course,
private issues (such as embargoed security issues) should not be
forwarded there by Bugzilla. This should certainly be checked before
we adopt this policy.

Björn, Lars, do you think that would be OK? We would then summarize
this to:
- the pkg-samba-maint at lists.alioth.debian.org account is kept
- nobody uses it directly to report bugs or comment in bugs.
