[Pkg-samba-maint] Bug#771693: samba-dev: unable to install samba-dev

On Debian Release 7.7 (current Debian stable) it appears not to be
possible to install the samba-dev package.

apt-get --simulate --ignore-hold  install samba-dev

distribution that some required packages have not yet been created

 samba-dev : Depends: libtdb-dev (>= 1.2.11) but 1.2.10-2 is to be installed
             Depends: samba-libs (= 2:4.1.11+dfsg-1~bpo70+1) but it is

As can be seen above apt-get complains "you have held broken
packages", even though the "--ignore-hold" flag is specified,
and there are no broken packages on the system.

Why is samba-dev depending on a version of libtdb-dev which is
not available in Debian stable?

The same problem also exists for Debian Release 7.7 on the
armv5tel architecture.
