[Pkg-samba-maint] Bug#771991: samba-libs dependencies are too strict

Sorry, I should have clarified in the changelog that this new
upstream release is bug-fix only: it fixes a segfault in
pyldb, clarifies some documentation and adds a missing include to one
of the public headers.

I hadn't thought of the strict dependency in samba-libs on a specific
upstream samba version.

LDB has a stable public ABI, but does not promise anything about the
interface it provides for plugins (for reasons I won't go into here).
Because of this, Samba binary packages depend on a specific upstream
of ldb so that we know future versions of ldb aren't going to break
our plugins.

I'll upload a new version of Samba that relaxes the run time
dependency to allow both ldb 1.1.17 and 1.1.18, since there are no
difference in the plugin interface for those versions.
