[Pkg-samba-maint] Bug#735255: samba: keep winbind separate from samba

At work we would like to be able to keep samba off machines that only
need winbind. In wheezy this works fine, in jessie we had to patch out
the dependency and create a directory. It would be nice if these fixes
were able to get into jessie so we don't need to patch them.
