That's broken. That will would change the aexisting ufsparse package
significantly.
If it contains a new lib, you need a shlibs bump which is not allowed
now. (And at least would block OOo)
What maybe could be done after the etch freeze is to follow upstreams
name and add a libugfsparse-dev dummy package (or declare appropriate
conflicts/replaces/provides).
