However, arpack++ cannot migrate because arpack did not get built on
alpha (due to openmpi not being up to date on alpha).

If you care about this, you have two ways out: getting openmpi 1.2.8-3
built on alpha, or (I guess)  build-depending on libmpich1.0-dev and not
libopenmpi-dev on alpha.

Without either of those, or equivalent, arpack++ won't migrate to
testing.
