Inclusion of glplib.h in the libglk-dev package was already requested in
Bug#445565.  The final decision, taken together with the upstream author, is
that those files should not be included in the package, since the functions
defined there are not part of the public API, which are in glpk.h.  

If you are needing specific functions defined on those files, please name
them and I will forward your request to the upstream author.  He might
include them in glpk.h.

On the other hand, is the following problem related to the lack of glplib.h
and glpstd.h in libglk-dev? (If not, please, file multiple bug reports in
the future if there are separated issues):
