[Pkg-scicomp-devel] Status of Bug#451096

Is Bug#451096 ("arpack copyright notice is incorrect") fixed in sid?  I see
that files debian/ARPACK_License_Question.eml and debian/RiceBSD.txt have
been included in version 2.1+parpack96-1, but there was no bug closing tag
in debian/changelog.

BTW, I am wondering about the licensing conditions, as discussed in the
Fedora's Bugzilla [1] [2].  Has the issue really be addressed as regards
distribution in Debian, or is it just done for Fedora and Octave?
