Justification: renders package unusable

Attempting to install this package results in the following error:
dpkg: error processing
/var/cache/apt/archives/libarpack2-dev_2.1+parpack96-3_amd64.deb
(--unpack):
 trying to overwrite
 `/usr/share/doc/libarpack2/ARPACK_License_Question.eml.gz', which is
 also in package libarpack2
 dpkg-deb: subprocess paste killed by signal (Broken pipe)
 Errors were encountered while processing:
  /var/cache/apt/archives/libarpack2-dev_2.1+parpack96-3_amd64.deb
  E: Sub-process /usr/bin/dpkg returned an error code (1)

Since libarpack2-dev depends on libarpack2, this makes this package
uninistallable.
