[Pkg-scicomp-devel] Bug#470415: Missing symbols (dmout, smout, ...) because UTIL is not compiled/linked

As already announced on the list the library has undefined references to
several functions, like dmout, smout, and some more. The reason is, you
do not compile UTIL anymore as done in older versions. For me this looks
like a regression, that can easily be fixed.
