Hello,

I did a massive update of lapack. I clean up all the mistakes in the man
pages (which I have to report upstream). 
I also removed:
* the by-hand management of patches.
* the timing stuff on an advice of upstream [1].

Next steps on lapack:
* use the actual upstream tarball
* more clean up in debian/rules
* migrate to cdbs

The TIMING directory [...] was horribly out-of-date and misleading, so
we dropped it.
