Replying to myself. This stuff (the lug ... Lapack User Guide) in the
3.1.1 package was also something added by hand by Camm.

I am not sure what to do here. I see two solutions:
* repack the debian lapack tarball to add lug html inside
* remove in from the liblapack-doc package

I am in favour to match upstream as much as possible. Therefor I would
select the second choice but is there any objection ?
