$ apt-cache show cimg-dev | grep Maintainer
Maintainer: Debian Scientific Computing Team <pkg-scicomp-devel at lists.alioth.debian.org>
But "without NMUing" means you list your name as Uploader (in case
you are DD) or ask for sponsoring. Subscribing the mailinglist
which recieves bug reports about the package or either directly
subcribing the package in PTS is the right thing to do if you
finally want to take over responsibility for the package - but
you can do the same if you technically NMU the package.
Kind regards
Andreas.
