I'm not sure what the build machine is, but "configure" reports it as
"powerpc64-unknown-linux-gnu". Since you've got a 32-bit machine,
that would likely explain why a rebuild of unmodified -3 also works.
I've gone ahead and uploaded a -4 to experimental with --build and
--host supplied to configure. When it gets built for the PPC, can you
try the resulting package again?

That flag is present for the PPC buildd build. Was it missing on
yours?
