[Pkg-scicomp-devel] Merge of pkg-scicomp into the Debian Science Team

I will try to take care of that ASAP. But I think this is not a problem
which we have to face really soon. Updating the Wiki page soon might
make sense. Merging policies should be handled with care and probably
needs some discussion. (I have no idea how much overlap there is,
currently.)

I suggest that maintainers who do the move should take a look at the
Debian Science policy but should stick to pkg-scicomp policy if there
are clashes. Both policies have their reasoning, so we need to figure
out how to do that in the most reasonable way.

I'm OK with the rest of this and am happy to see that there was at least
one person who already started to move stuff. I hope the rest will join
and not see this as a kind of "assimilation". The reasoning why was very
well explained by you. Thanks for pushing this!
