[Pkg-scicomp-devel] Bug#571108: libatlas-*-dev - .so files need to be present in /usr/lib/

(atlas version 3.8.3-9)

all (common) .h files are rightly contained in libatlas-dev, however the
.so files contained in e.g. libatlas-base-dev are all in /usr/lib/atlas-base/ and thus cannot be found by the dynamic linker (on link time).

please use the /etc/alternatives mechanism to make the user select which
atlas version should be present in /usr/lib/

this would also make the ld.so.conf.d plug unnecessary
