Bug#369999: libsdl1.2debian-all: typo in shlibs file breaks reverse dependencies

Justification: Policy 8.6

libsdl1.2debian-all.shlibs is unduly strict, specifying an as yet
unsatisfiable dependency on libsdl1.2debian (>> 1.2.10-1), where >=
would be more appropriate; I suspect the other libsdl1.2debian-*
packages have the same problem.  As a result, anything built against
the latest libsdl upload is currently impossible to install; on the
amd64 architecture, for instance, this includes links2.
