Are you saying that we should change upstream versioning (by appending a
zero)? ​
Because:
$ dpkg --compare-versions "1:1.2-0~beta3-4" gt "1:1.2-1" && echo yes ||
echo no
yes

I think its better to bump epoch and use the version numbers as upstream
do, without having to append a zero to each new release.
