I looked at it.  Still needs some work:
* ACCT_ENABLE from /etc/default/acct is completely ignored
* accton is not a daemon. No need to use start-stop-daemon, no process
  will keep running (it issues a syscall and quits)
* stop will need to actually call a command (`accton off`) instead of
  trying to kill a process that won't be there in any case
