Never mind, I found out that we have dh_update_autotools_config since
debhelper/9.20160115 which does about the same as --with autotools-dev.

The wiki page actually mentions this towards the end… I will still try
to improve it a bit later this week so this becomes also clear to
people like me who don't read the whole wiki page.  Probably the
dh_autotools-dev_* man pages should also contain a reference to
dh_update_autotools_config…
