In http://bugs.debian.org/115380, the bug submitter mentions that
password complexity check only occurs after the password confirmation.

The later analysis shows that the man page may be slightly misleading
on that matter, leading users to think that the complexity check
occurs after the password has been entered once.

I propose the attach patch (relative to the CVS for upstream shadow)
to better document this issue.

We will not fix this in Debian's 4.0.3 but will wait for the resync to
occur.

Tomasz, can you please ACK this patch and mention whether you apply it
(or a similar one) to your CVS ?
