[Pkg-shadow-devel] preferred GID for reserved static IDs. (<100)

Hi folks,

what you think about this patch. The aim is to create group with same GID as 
user's UID even when UID < 100. example:

(USERGROUPS_ENAB yes)
# useradd -r -u 74 sshd
# id sshd
uid=74(sshd) gid=74(sshd) groups=74(sshd)

Note, this used to be default behavior.
