Hi,

in version 1:4.2-2, the login package was changed to no longer use
/run/motd.dynamic:

  [ Josh Triplett ]
  * use the new pam_exec functionality from pam 1.1.8-1 to implement the
    dynamic motd, rather than using /run/motd.dynamic from initscripts.
    This will allow initscripts to drop /etc/init.d/motd.
    Closes: #741129

Please consider updating the motd(5) manpage accordingyl and drop the
reference to /run/motd.dynamic and /etc/init.d/motd.

The way it's down in sid/jessie can be seen in /etc/pam.d/login:

# Prints the message of the day upon succesful login.
# (Replaces the `MOTD_FILE' option in login.defs)
session    optional   pam_exec.so type=open_session stdout /bin/uname -snrvm
session    optional   pam_motd.so
