[Pkg-shadow-devel] Add ability to clear or set lastlog record for user via lastlog command

Hi,
the attached patch adds ability to clear or set lastlog record for an 
user via the lastlog command. This is useful because there is now 
functionality in Linux-PAM pam_lastlog to block expired users (users 
which did not login recently enough) from login. This patch complements 
this feature so the sysadmin is able to unblock such expired user.
