    Rewrite and expand debian/copyright
    
    Rewrite debian/copyright in the new proposed format.  Include license
    and copyright information for the Sun RPC code included upstream but
    not used in the build.  Update for some bits that are no longer present
    in the upstream release.  Reference the Apache 2.0 license in
    common-licenses instead of including a copy.
