Sorry, I missed that there were W3C-licensed files in the tree.  I'll fix
that and re-upload shortly.

I assume you mean the xmltooling/util/Curl* files?  (It would be helpful
if you'd mention examples of what you're seeing in case your searches are
better than mine.)  Ah, there was no separate license statement there and
I had assumed that they had the same copyright holder as everything else,
but some Googling reveals that they're taken from other Apache projects.
I've found the appropriate copyright notice and will add that.
