    Rewrite debian/copyright in the new format
    
    Include entries for everything, including the Autoconf tools.  Reference
    Apache 2.0 from common-licenses rather than including our own.  Remove
    the NOTICE text which is no longer shipped by upstream.
    
    Update standards version to 3.8.0.
