xmltooling override disparity

Hi folks,

Could you update the override to extra?  Xerces-C is priority: extra, and
I think it makes the most sense to make the whole Shibboleth stack match.
Shibboleth isn't that widely used (at least yet), and I think it and its
supporting libraries fit the definition of extra, at least currently.
