The W3C schemas are fine.  They're covered under:

    http://www.w3.org/Consortium/Legal/copyright-software-19980720

which explicitly includes the right to modify and distribute modified
copies.

I haven't seen an OASIS copyright while reviewing all the files included
in the packages.  Could you point me at an example file?
