Yes. On restart, the Debian init script executes shibd -t (sanity check) 
_before_ shibd is stopped by start-stop-daemon. Due to this bug, the pidfile 
is lost after shibd -t returns, therefore start-stop-daemon is unable to 
stop shibd. This results in stale shibd processes.

We could probably change the init script (there's no need for the pidfile for 
a sanity check), but fixing the daemon seems to be a clean solution.
