It may be related to the Xerces 3.1 transition, as described by
http://lists.alioth.debian.org/pipermail/pkg-shibboleth-devel/2009-December/001531.html
(I'm unsure, so won't mark thig bug pending yet.)  Try the packages from
backports.org if you're into that sort of thing.  Work on packaging the
latest SP has already started, but will take some more time.
