Plans for Shibboleth SP 2.1 debian packages

As 2.2 is out, maybe we should shift focus.  I plan to package it in
the coming days, but I'm not sure about importing the sources, as I've
never used pristine-tar and I'm uncertain about what to tag...  If
it's acceptable for Patrik, you could skip uploading 2.1 and go
straight for 2.2 once it's ready (feasible within a month, even though
I'll be on holiday in mid July).
