Should libapache2-mod-shib2 restart Apache?

Maybe, but then we invariably break the SP by restarting shibd alone, as
Scott pointed out.  The old Apache module and the new shibd just won't
understand each other, leading to rather peculiar breakage with obscure
error messages.  It may go against common practice, but the SP module is
very unique in that it's tightly coupled with a system daemon component.
