I'm not particularly opinionated one way or the other, but it makes
sense to me to go without dpatch/quilt to keep things as simple as
possible.

Additionally, I'd like to throw it out there that I dont understand
cdbs, and wont be learning it any time soon, so it would be nice if we
could avoid that build system.

Finally... I believe its been mentioned a few times, so maybe its
unnecessary to codify it, but removing all embedded code copies from
each package should be something we strive for (as well as keeping them
from coming in) and staying away from having the source wrapped up in a
tarball that then gets untarred in debian/rules would make me very
happy. These two things make fixing a package later much more difficult
for people like the security teams.
