[Pkg-sql-ledger-discussion] Disabled unused alioth features in alioth project

I logged into the sql-ledger alioth project and disabled all the
unused features.  These are now enabled:

  Use Mailing Lists 	
  Use Statistics

And these are disabled:

  Use Surveys
  Use Forums
  Use Project/Task Manager
  Use CVS
  Enable pserver
  Enable anonymous CVS
  Use News
  Use Doc Mgr
  Use FTP
  Use Tracker
  Use File Release System

I assume we will use the debian bts to track problems, and upload all
our files into the debian archive.  We might want to re-enable the
'news' feature if we have news to publish, but the others seem safe to
keep disabled.
