I would go for 1.3.21 to minimize the diff and use the security fixes
as justification. You can always provide newer versions in
wheezy-backports later on...

You can also explain that ledgersmb is a leaf package and can't break
anything else. (In case it gains RC bugs that we can't fix, it can be
removed from a release point of view)
