[Pkg-sql-ledger-discussion] Bug#675816: ledgersmb: Unable to upgrade from 1.2 db to 1.3 db

By way of experiment, I tried to convert a different 1.2 db to 1.3, and 
that conversion also failed. This is an FYI to indicate that it's not a 
peculiarity of that specific db that failed, but of at least two dbs (or 
perhaps all of my dbs).
