[Pkg-sql-ledger-discussion] Bug#868724: ledgersmb: Update debian/watch for new upstream location

The LedgerSMB Project has entirely moved from SourceForge.net,
including for where new releases of the application are made
available; so the debian/watch file in the package needs to be`updated
for the new locations of the distribution archive and its detached`gpg
file that is used for verification, which are all now at the existing
LedgerSMB project located at GitHub.
