Bug#348640: please add version to swig build-dependency

I think Blair Zajac fixed this as part of the patch he submitted in
#347775 - the "$(MAKE) -C $(DEB_BUILDDIR) extraclean-swig-headers" line
he added.  I haven't verified this, but that's certainly what his
comment indicates.
