Bug#349825: .conf: section headers should not be commented

Hi,

Section headers in the conf/passwd and conf/svnserve.conf files are 
prefixed by #
So if you edit an entry but forget to also uncomment the section header, 
you've got a problem.

Is there a (good) reason these headers are comments?
If not, please uncomment them.
