xsteve is a committer to the upstream svn repository, and he updates
psvn.el in upstream trunk quite frequently.  Indeed, the file on his
site is just a copy of what you can find in
http://svn.collab.net/repos/svn/trunk/contrib/client-side/emacs/.

If you think the latest is enough of an improvement over what ships in
Subversion 1.4.x, I guess we can pull it in; we're already doing the
same thing with the svn2cl script.  Both are from upstream's "contrib"
area, i.e., upstream doesn't particularly support them.
