Thanks for the bug report, Brian.

This affects systemd, so I'm going to re-assign it.
systemd uses a private dbus socket for internal communication, which
doesn't require a running system dbus service.

We'll need to investigate, if the auto getty launching (which is
triggered by logind) does actually talk via the system bus.

Two possible outcomes then

1/ Make systemd recommend/depend on dbus (recommend would probably be
sufficient)
2/ Make logind talk via a private dbus socket to systemd (not sure if
that is feasible / doable).
