To me, it looks like ulatencyd and systemd are fundamentally
incompatible in the way they try to manage the cgroups.

Afaics ulatencyd  is abandoned upstream and it being orphaned in Debian
doesn't really help either.

I'm inclined to add a conflicts against the ulatencyd package in systemd
to avoid that users have both installed and run into this issue.
