With my logcheck maintainer hat on, I strongly support this (I'd be glad
to drop the logcheck-database package some day…).

The maintainer of a package knows best which log lines can and should be
filtered out by default for all logcheck users. If someone needs help
with the rules, don't hesitate to ask on logcheck-devel[0].
