I don’t see how you could programmatically distinguish the two cases.

Anyhow, can you please take this discussion upstream to the relevant
ticket? There is no reason to have it here, since it’s not
Debian-specific, and you have a much easier time reaching upstream if
you actually use the upstream bug tracker :). Thanks.
